Under the heading of "Offenses Against the Public" in the third part of the Turkish Penal Code, "Offenses Creating General Danger" are regulated in the first chapter. Article 170 of the Turkish Penal Code sets forth the crime of "Intentionally endangering general safety" in detail. Any person who, in a manner dangerous to the life, health, or property of others, or in a manner that may create fear, anxiety, or panic, starts a fire, causes a building to collapse, a landslide, an avalanche, a flood, or an overflow, fires a weapon, or uses explosives, shall be sentenced to imprisonment for a term of six months to three years.

Furthermore, the text of the article stipulates that a person who causes the danger of a fire, building collapse, landslide, avalanche, flood, or overflow shall be sentenced to imprisonment for a term of three months to one year or a judicial fine.

Article 171 of the Turkish Penal Code regulates the crime of negligently endangering general safety. Any person who negligently causes a fire, building collapse, landslide, avalanche, flood, or overflow shall be sentenced to imprisonment for a term of three months to one year if the act is dangerous to the life, health, or property of others. Negligence is the occurrence of an unintended result as a result of careless behavior in violation of the duty of care or diligence. Many material and moral losses have been experienced due to the forest fires that have occurred recently.
