WHO IS CONSIDERED AN EMPLOYER?

An employer is defined as a natural or legal person, or an institution or organization without legal personality, that employs workers (Art. 2/1). In terms of the Labor Law, employing a worker is sufficient to acquire the status of an employer. Furthermore, the employer may be a natural person, or a private or public legal entity such as a company, association, foundation, cooperative, trade union, the state, or a state economic enterprise, or an entity without legal personality such as an ordinary partnership.
